Research and Development (R and D)
The Research and Development (R&D) unit at GARNAULT Consulting Engineers serves as the primary nucleus of research activities within the consulting sector. This unit primarily undertakes activities such as improving the quality of consulting services, introducing new consulting services, optimizing design and management processes, facilitating technology transfer and adoption, and acquiring technical knowledge to provide more effective consulting services, all within the framework of the policies established by the company’s management.
Although R&D units in consulting engineering firms can play a significant role in enhancing both the quantitative and qualitative levels of services, in many organizations they face numerous constraints and challenges. In practice and within the strategic domains of consulting services, R&D units have often not achieved an appropriate position and are frequently regarded as secondary compared to the main structural units of consulting organizations. In many companies, R&D departments are not fully integrated into core operational activities, and their role in improving the effectiveness of research activities remains limited and marginal.
Among the challenges faced by these units are issues related to the organization’s structure and management style, a lack of confidence in the practical value of such units, insufficient or absent scientific and logical planning, and negative past experiences with R&D in consulting services. These and other factors have made it difficult for such units to effectively perform their strategic role in consulting services.
Organizational factors such as leadership and management, organizational structure, and internal R&D unit factors—including clear communication and shared understanding of goals and strategies, proper organization of R&D activities, management style, clarification of duties and responsibilities of managers and specialists, characteristics of human resources, and the availability of facilities and resources—are among the elements that significantly influence the progress of R&D activities and the barriers to their growth.
The performance of the R&D unit is the result of systematic cooperation among a set of key subsystems that collectively fulfill the expected functions of the R&D unit. The subsystems of strategy review, project planning, project execution, and utilization of project outcomes are considered line subsystems, while the R&D management subsystem functions as the R&D staff body responsible for supporting, guiding, and supervising the performance of the other subsystems.
Project Execution Subsystem
The first activity in executing R&D projects is defining the project implementation mechanism. Decision‑making in this regard is similar in nature to the design and study decisions of a project.
The R&D unit is not necessarily required to execute all R&D projects independently. In many cases, all or part of a project’s outcomes may be sourced from outside the organization.
Project Results Utilization Subsystem
The primary function in the utilization of project results is the transfer and implementation of the outcomes of R&D projects to the client. The success of this subsystem largely depends on the performance of the other subsystems. Defining and selecting projects that provide the highest return for the organization encourages operational units to adopt the results of R&D projects. Accurate execution of projects, achieving the expected results, adherence to project schedules, and the timely delivery of project outcomes all contribute to the effectiveness and practical application of the project results.
Management Subsystem
The management subsystem essentially serves as the connecting link among the other subsystems. It interacts with all of them and directs their operational mechanisms. Proper functioning of the management subsystem is a necessary condition for the success of the other subsystems, since those subsystems are operational in nature and their effectiveness depends on strong executive management.
All R&D management duties and activities that provide support and enablement are carried out within this subsystem. In fact, the organizational excellence of the R&D unit depends on the successful performance of this subsystem. Therefore, in this engineering and consulting framework, the unit’s vision, mission statement, and other related elements are summarized as follows:
R and D Management Subsystem and Vision for the Year 2016
